Amnesty to all interests during one year will help countries that are being subjected to austerity measures

What about an amnesty (directed to all countries that are with a kind of "rope around the neck", I mean, extended to all that are being subjected to a roll of terrible austerity measures) destinated to all interests on  public and private debts for a period of 1 year?

 Human rights should not be put at risk.
